Owner and lead designer Frances Cruz born in Mexico and raised in Whittier. After receiving Decoration Certificates in balloon and floral designs and a successful corporate career, she achieved her life long dream and opened Precious Time Images in 2001. Since then she has created some of the most prestigious, memorable events in Whittier and Greater Los Angeles.
